1. Job Creation
           Task
a. Support the sale of the South Morrow Industrial site by forming a 501 ( c ) (3)
               non-profit to funnel $500,000o into job training programs.
        Action
       1. Make application to IRS
       2. Negotiate with owners to recruit additional businesses to site
    Task
    b. Partner with owners to recruit additional businesses to site
       Action    
       1. Identify contact person to establish line of communication
        2. Refer all leads that we receive through websites and individual contacts.
 
 
2. Business Retention
    Task
    a. Improve the viability and salability of existing businesses in the Willow Creek
        Valley
         Action
         1. Offer a full array of consulting financing, training and support for
             businesses and lure potential business purchasers of existing business.
    Task
    b. Market the livability of the Willow Creek Valley to attract a larger population
                to increase businesses.
        Action
        1. Develop and market materials for handouts for Cycle Oregon, Deer & Elk
                    Hunting Season, and OHV Park.
 
 
 
3. Communication
    Task
    a. Continue strong communication with all entities
          Action
         1. Attend Port of Morrow, Morrow County Court, Heppner Chamber, ICABO.
         2. Share minutes and with city, and agencies such as SBDC,GEODC, OECDD
             and other related state agencies.    
    Task
           b. Continue active web for communication vehicle
         Action
        1. Update website
        2. Submit monthly news articles to local area newspapers
 
 
4. Membership
    Task
    a. Conduct a membership campaign.

         1. Recruit members through membership drive and during annual meeting
    Task
    b. Keep in contact with members
         Action
         1. Continue a constant record of contact with members through email,
             meetings, and personal contact.
 
5. Staffing
    Task
    a. Create a paid staff position that receives a modest stipend to comply with
        regulations of a 501 ( c )  (3) non-profit.
        Action
        1.  Find funding from various Tippage fees for administrative work.
