MINUTES OF THE PLANNING COMMISSION MEETING FOR MARCH 1, 1999

 

PRESENT: Commissioners Andrew Lacey, Jerry Gentry, Suzanne Jepsen, Deborah Kendrick, , Tom Sly; City Manager Gerald Breazeale; City Attorney Bill Kuhn; Mayor Bob Jepsen

ABSENT: Howard Gilliam, Cyde Estes

    1. Call to order Chairman Jepsen called the meeting to order at 7:02 PM
    2. Introductions - None
    3. Announcements - None
    4. Approval of the Minutes of the February 1, Planning Commission Meeting. Motion by Jerry Gentry, seconded by Andrew Lacey to approve the minutes. MOTION CARRIED.

  3. New Business

Jerry Gentry inquired about whether an old platted subdivision

    that had never been developed would have the streets and sidewalks constructed by the City. City Manager Breazeale stated that although the streets may have been platted and dedicated to the City, there is no obligation for the City to improve or maintain the streets. A prospective developer would have to construct the improvements to City standards before the City would accept them for maintenance.

  2. Information Items

    City Manager Breazeale referred to a publication from the Division of State Lands regarding flood issues relating to planning and zoning. The information in the publication could be useful to Commissioners, according to Breazeale.

    Breazeale then presented a copy of the proposal from Elesco, Limited for the Willow Creek Valley Economic Diversification Study. The firm of Elesco has been selected by the Morrow County Commissioners to conduct the study. The study should be completed by June 30. The first Technical Advisory Committee met February 23, 1999. That meeting was essentially a kick off meeting to inform the TAC of the process that would be used, time lines, and to start information gathering. Breazeale stated that the study would be quite comprehensive and would have some useable results, such as a marketing strategy that can be used along with an implementation strategy to recruit new industries to the area.

  3. COMMUNICATIONS FROM COMMISSIONERS

    Commissioner Lacey inquired about the Transportation System Master Plan TAC meeting. Breazeale stated that it would be held March 9, 1999. Commissioners Lacey and Kendrick stated that they would be unable to make that meeting.

    Commissioner Sly asked if everyone had received a copy of the Draft Heppner Strategic Plan. All Commissioners had received a copy. Breazeale related that the committee working on the document would like to have any comments from the Planning Commissioners and would be working on the goals section at the next meeting.
