City Council Goals for 2006

A.    Maintain and enhance the quality of life of our citizens by providing excellence in infrastructure for safe, clean drinking water, effective and reliable wastewater handling, safe and efficient transportation, and aesthetically pleasing parks and rights-of-way.
 
Action items:
  1. 1.Develop and implement a plan to improve the appearance of the City property at the intersection of May and Gale Streets.
  2. 2.Complete the renovation of the “Old City Pool” site.
  3. 3.Decrease the drinking water loss between the amounts of water pumped from the ground to the amount of water measured at the meters to less than 20%.
  4. 4.Complete the renovation of the Northern section of Hager Park (install a sprinkling system, seed, etc.
  5. 5.Identify, prioritize, and improve streets as funds permit.
  6. 6.Complete the ODOT sidewalk project from Quaid to Hinton Street on the North side of Linden Way.
  7. 7.Pursue the funding and planning for a sidewalk along Riverside Avenue from the static farm equipment display park to the Little League baseball fields.
 
 
B.    Build trust and garner citizen participation in the City government through:
 
Action items:
1.    The Quarterly Newsletter informing the citizens of our activities.
2.    Actively promoting the Commissions of the City (Beautification/Parks & Lands, Utilities, etc.)
3.    Inviting the youth and senior populations of our citizenry to become involved in planning for the future of Heppner.  This includes inviting a member of the Heppner High School student council to serve as a representative of the City Council (to provide input on decisions, and to provide another point of view).
4.    Rebuild the relationship between the residents of the Senior Center and the Housing Authority.
 
 
C.    Preserve and enhance the standard of living for our citizenry through the following economic development activities:
 
Action items:
1.    Support the Willow Creek Valley Economic Group through membership and participation.
2.    Continue to actively support the Chamber of Commerce to include (but not limited to:
3.    The effort to install information kiosks at both ends of town.
4.    The effort to provide signage for RV and motorcycle parking.
5.    Complete the UGB expansion to the industrial park (Kinzua) project.
6.    Ensure the completion of the FEMA Flood Mapping Project and the application for credits through the FEMA Community Rating System.
 
 D. Provide for quality community policing to ensure continued safety and low crime rates in the City of Heppner.
 
Action items:
1.    Pursue active enforcement of the City code to properties identified as having nuisances.
 
It is the Council’s opinion that the pursuit of these goals will enhance the livability and viability of our community.  For the remainder of January 2006 and during the month of February 2006, the Heppner City Council invites the citizens of Heppner for their input into this process through contacting your Councilors, through the media, or attending a Council meeting.
